Improvements to Bluff RoadADVERTISEMENT FOR BIDS BOROUGH OF FORT LEE BERGEN COUNTY, NEW JERSEY Sealed bids will be received by the Borough of Fort Lee ("Borough"), at the Borough Hall, 309 Main Street, Fort Lee, New Jersey 07024 in the County of Bergen and State of New Jersey on Thursday, June 23, 2022 at 10:00 a.m. prevailing time for the following project: The bids can be dropped off at the Borough Hall. Contractors shall utilize the phone at the back of the building and contact the Borough Clerk. IMPROVEMENTS TO BLUFF ROAD BOROUGH OF FORT LEE BERGEN COUNTY, NEW JERSEY The Work to be performed under this contract includes the milling and resurfacing of Bluff Road from Morningside Lane to Glen Road (New Jersey State Highway Route 5). Also included are ADA curb ramps, sidewalk, driveway and curb replacement, and other incidentals. Principal items of Work in the project include: · 4,500 S.Y. HMA Milling, 3” or Less · 605 TON Hot Mix Asphalt 9.5M64 Surface Course · 360 S.Y. Concrete Sidewalk, Reinforced, 6” Thick · 1,020 L.F. 9" x 18" Concrete Vertical Curb The Work contemplated under this Contract shall be completed within 75 calendar days of notice to proceed. Copies of plans, specification, and contract documents will be on file for public inspection and may be obtained upon payment of $40.00, said sum not refundable, at Boswell Engineering, 330 Phillips Avenue, South Hackensack, New Jersey 07606, between the hours of 9:00 a.m. and 4:00 p.m. prevailing time, Monday through Friday, beginning on Tuesday, June 7, 2022 and excluding legal holidays. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including an ownership disclosure statement, and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Borough and will be held as a guarantee that, in the event the Bid is accepted and a contract awarded to the bidder, the Contract shall be duly executed, and its performance properly secured. The successful bidder shall furnish and deliver to the Borough a performance and payment bond in the amount of one hundred percent (100%) of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, the successful bidder’s bid security will be forfeited to the Borough as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. An original and two (2) copies of the bid documents must be submitted to and be received by the Borough prior to the time and place stated in the Legal Notice to Bidders. Said bids shall be addressed to the Borough Clerk, Borough of Fort Lee, Borough Hall, 309 Main Street, Fort Lee, NJ 07024. Bid documents will not be accepted by facsimile transmission or e-mail. Any and all documents submitted to this Bid Request not received by the Borough by the time and date specified for receipt will be rejected. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the IMPROVEMENTS TO BLUFF ROAD. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. Pursuant to P.L. 2019, c.406, a contractor that is debarred from contracting with a federal government agency, along with any affiliates of the debarred contractor, is now prohibited from contracting for “public work” with any State or local government entity. The Borough reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder in accordance with applicable law.
